Hello,
My name is Teresa Rodriguez and I have lived in Virginia all of my life and currently reside at 7600 Old Dominion Drive in Mclean.  I'm writing because I am a frequent user of the Shenandoah River and I support the regulation of end users and brokers when they use poultry litter as fertilizer.  After several decades of concentrated litter use in the Shenandoah Valley and Eastern Shore we have already demonstrated convincingly the type of pollution that occurs when litter use is unregulated.  Please help improve the condition of our polluted rivers and also ensure our healthy streams remain pristine by requiring litter application setbacks from sensitive environmental features and streams, soil testing to guide application rates, application close to crop growing season, and better litter covering practices. 
I am not writing just based on my personal self interest in keeping the river healthy, but on behalf of my three children and the future generation Virginians that deserve to see the Shenandoah as a healthy vibrant aquatic resource. Thank you for considering my perspective.
