Good article in Woods & Waters mag. Yes, I support your proposed regulations to close the loopholes to disallow the indiscriminate and unregulated spreading of litter by either the farm on which the litter originated or by the end user no matter how the litter is acquired.
With the Valley being hilly and mountainous most fields are sloping to the river or it's tributary streams; in addition to your closing the proposed loophole I am strongly in favor of regulations that require litter to be tilled in the soil upon application. This would not need be a hardship on any size farm as it would not only greatly reduce the migration of litter pollutants to the river, but would significantly retain the soil nutrients the farmers seek by applying the litter.
