Have fished the Shenandoah Rivers since 1972.
Using animal or poultry waste would seem to be a great idea.  However if material in the food passes thru to the litter and causes environmental problems then this litter shouldn't be used at all.
Having no regulation on how much of this litter is placed on the fields or stored in open areas is an issue.
We should not 'study' to see how much the river can hold before environmental issue, but rather 'study' how we completely remove all material dumped or processed into the river by Merk and all others.
