   Long over due and not nearly enough.  All the waste produced by the industrial ag comples ought to be shipped back to the areas from which the feed originated.  There simply is not enough land in the Chesapeake Bay watershed to apply the amount of waste produced at anywhere near agrionomic rates.  Ship the crap back west and let those who are profitting from industrial agriculture deal with the true cost of what they are knowingly doingblic resou to our public resource!
