Follow the science. A study in Sweden, which is very accepting of transgender individuals, found that transgender adults were much more likely to commit suicide than those who stayed with their birth sex. Studies of children continue to find that most cases of gender dysphoria resolve themselves with the child accepting their birth sex.
So where is the science to show that children should be encouraged to question their gender and birth sex? Legislation shouldn't be based on feel-good movies and feelings, but facts. There are anti-bullying standards and much greater understanding of gender dysphoria that can help that small minority of children experiencing it. The current legislation will create instead a hostile environment towards the vast majority of children, teachers and parents who have experienced that their sex/gender at birth is who they are.
