All absentee ballots must be postmarked or other proof that it has been submitted by close of polls on election day and received by close of polls on election day. This will help to prevent voter fraud; we must assure the integrity of our elections/voting process. 

Also, I understand that the Board of Elections cannot alter election law by regulatory action.
