Governor Northam does not have the authority to mandate masks in public. Executive orders are not laws. Legislatures make laws. Not governors. It is unconstitutional for him to mandate that people wear masks in public. He would have to call martial law which would negate his authority to do anything as the federal government would be the governing body. Northam would be circumvented by that. If someone wants to wear a mask (while I believe it to be ineffective and futile), that should be their choice, not some ridiculous mandate.
