Masking the public at large is controversial at best with doctors being very much divided on whether it is effective at all.  Masks are uncomfortable and for some dangerous.  Masking of children is especially dangerous.  Masks also put those with hearing deficiencies at a distinct disadvantage.  

Businesses are often not aware of the exceptions to rules and thus harass people who cannot mask.   

The decision to put on a mask or not should always be at the discretion of the individual and never mandated by a state authority.
