This regulation/guidance is overly burdensome on businesses who are already overwhelmed with the rapidly changing current environment. Caring for employees, loss of revenue, creating and instituting new policies and safety protocols, sick employees, office sanitation, etc. are all new areas that require employer attention when many are fighting just to keep their doors open. 

This guidance is too confusing, conflicting, and places to much burden and liability  onto businesses and takes it from the government at a time businesses can least afford it, let alone fight it. 

It is unfair.
