On page 6 of the Emergency Temporary Standard/Emergency Regulation it states:
[Under §40.1-22(6)] This emergency temporary standard shall take immediate effect upon publication in a newspaper of general circulation, published in the City of Richmond, Virginia. This emergency temporary standard shall expire within six months of its effective date or when superseded by a permanent standard, whichever occurs first, or when repealed by the Virginia Safety and Health Codes Board. [Under §2.2-4011] This emergency regulation shall become effective upon approval by the Governor and filing with the Registrar of Regulations pursuant to § 2.2-4012. This emergency regulation shall be limited to no more than 18 months in duration, except as otherwise provided in §2.2-4011.
It is first stated that the emergency temporary standard will expire within 6 months of the effective date but then says it will be limited to no more than 18 months. Sounds like a conflict.
