The mandate to wear masks is Sadistic and unnecessary. I cannot breathe behind them nor can most people I know. Asking people to continue this practice  with little evidence that homemade cloth masks prevent illness makes this mandate irrational and unlikely to be followed. My suggestion would be to hand out n95’masks to people to are concerned about a co-morbidity and let the rest of us get sick and be done with it.
