Due to decline in numbers especially in rural areas of Virginia masks should not be mandated. If a person chooses to wear a mask that is their choice. Our own Governor chose to not wear a mask when visiting areas of the commonwealth. There is no spike, no overcrowded hospitals. Many doctors have spoken out about wearing masks for long periods of time and how it affects oxygen levels. I understand the need to wear a mask in a hospital setting or anyone coming in contact with a great number of people each day.  My recommendation is to continue recommending, not mandating.
