When Virginia puts out a public policy requiring masks and says (on the side) that those who cannot wear a mask due to health conditions do not have to wear one WITHOUT STRESSING THIS, many businesses have completely banned ANYONE if they are not wearing masks!  How fair is this to the disabled?  The disabled cannot go in any store now due to your faulty policy.
