12VAC30-50-440D Definition of services is inconsistent with 12 VAC30490D  Why are they different?

12 VAC3050440E3 Qualifications for support coordinators for individuals with an Intellectual Disability are inconsistent with qualifications fro support coordinators fro individuals with a Developmental Disability listed in 12VAC3050490.  There is no mention of requiring a degree to provide services.
