When I read the proposed regulations, it does not appear to allow COSEs or AOSEs to evaluate or propose water supplies.  When designing and proposing sewage systems, it is important that the evaluator be able to propose wells and to evaluate where they can be installed.  I recommend that Board include additional authority for COSEs and AOSEs to be allowed to site wells and inspect them.

The Board should include a minimum standard of practice that the AOSE or COSE, whenever providing work to a client, must show the proposed well and other important site features on a scaled drawing using a survey plat.
