Speaking as an individual and not on behalf of the Northampton County Electoral Board, I think that an expired date on an otherwise acceptable identification document has no relevance in identifying the bearer of that document.  The voter photo identification card being issued around the Commonwealth does not include an expiration date so adding significance to that item on any other card is nonsense.
