Placing unnecessary obstacles in the way of legitimate voters is wrong.  Particularly the elderly, the disabled, those working multiple jobs, those with limited incomes, and others may not have the wherewithall to run around and pay for newly required "papers" to vote.  This is America - we all have the inalienable right to cast a vote.
