The proposed change is a terrible idea that will cause nothing but confusion and chaos at the polls.  Voting by persons who are, in fact, eligible to vote will be limited through machinations such as these short-fuse changes and volatile and ill-defined rules for voter identification.  Ultimately, this will damage the credibility of Virginia election outcomes.  Let Virginia thrive by making our elections open and fair and by committing to actually have each voter's voice count, whether you agree or not.  Don't try to "win" by manipulating, complicating, and suppressing participation.  We all will lose.
