Considering that cases of Voter ID fraud is so slight and much ado as been made about a practically non-existant problem, this attempt to further regulate which picture ID is valid or not seems like a partisan ploy to make voting more difficult for less-advataged voters. It is unneccessary and mean-spirited, meant only for political gain. In light of the source of this further attempt, it seems a means of further gaming the system towards one political party over another. This is not how a democratic country works. Voting is the one time we are all equal and changing the rules now will result in confusion. The expiration date of an ID card has no bearing on whether an individual is who they say they are. In fact, several acceptable photo IDs have no expiration date, including the one you can get from your local registrar.
