Standard Business Practices require rules, consistency
 

I do not think one can require the production of an item to require proper identification without having standards for what that item shall be.  Idenfication documents of individuals has terms, or time periods, where they are valid.  This time periods require affirmation of identity, status, locality, and eligibility to remain 'valid'.  Validity of an identity document affirms you are who you say you are, live where you do, and have privileges (voting, driving, library book access, veteran benefits, school access).  This is all citizenship 101.  Asserting an individual is being disenfranchised because their ID is no longer valid makes an excuse for the citizen that they are unable to manage their own business of being a citizen.  We live in the 21st Century, and use 20th Century technology to manage government systems about our citizens, for many different reasons. 

In this case, saying an expired identification is a valid document for identification, is like calling a dog's tail a leg; it doesn't mean the dog has five legs - calling it a leg doesn't make it a leg (Lincoln-Douglas debates).
