Expired photo IDs should be allowed as a form of ID for voting.  If unexpired photo IDs are insisted upon, elderly folks and those without transportation would be impacted the most.  Also, many adults that I work with in Fairfax County do not have jobs that allow them the luxury of taking time off during the hours that government offices offer photo updates.  An expired photo ID can demonstrate all the information needed to vote.
