Voter ID- interpretation of the meaning of "valid".
"Valid" for all purposes related to voter identification means documents containing the name and photograph of the voterhaving legal effect, legally or officially acceptable or of binding force, and appearing to be genuinely issued by the agency or issuing entity appearing upon the document where the bearer of the document reasonably appears to be the person whose photograph is contained thereon. Other data contained on the document, including but not limited to expiration date, shall not be considered in determining the validity of the document.Such documents shall be accepted up to 30 days after expiration."
My on concern is the imposing of expiration date. This will propose adverse impact on the elderly and other groups of citizens who may not drive but carried state issued identification for financial and other purposes. If you are imposing a pass expiration inclusion then it is contradictory to the your definition of "valid". The Commonwealth's DMV considers "valid" as current timestamp that has expired. Versus how you are trying to use "Valid" with issuing agency.
Citizens are required to pass any assessment test to vote. Therefore date is of no relevance to the term. Please remove.
