Regulations limiting restraint of pregnant inmates

I vote in favor of the regulations limiting restraint of prenant inmates in Virginia's corrections facilities.  The vast majority of female prisoners are non violent offenders who pose a low security risk especially when they are in labor.  In states that have outlawed this practice, there have been no documented incidents of women in labor escaping or causing harm to themselves, prison employees or medical personnel.
