If you are a lawmaker reading these comments, I ask you to examine what is to gain by having live-in attendants clock in and out while providing support services. As a live-in attendant, you are in most cases providing full-time 24/7 care for the recipient anyway, having to set alarms to remind yourself to clock in and out at times that exactly match your waiver provision is nothing short of ridiculous. Does this system improve internal controls to prevent fraud, or does this layer yet another administrative burden on the state costing taxpayers far more than any hypothetical savings by controlling fraud. Recipients are heavily vetted before gaining access to a waiver, and are visited to ensure they remain in need of care. Adding a time stamp to live-in caregivers is not achieving any further control, only adding cost to a system that you are attempting to remove cost from. Let's use common sense in our state lawmaking and streamline processes, not generate additional unnecessary and ineffective controls in a vain attempt to tell your constituents you have helped somehow control fraud with these actions. Common sense lawmaking, what an idea.
