Do Not replace Service Facilitators with brokers

My 34 year old daughter has had the same Service Facilitator for the past 12 years when she was first evaluated and became eligible for the EDCD waiver (current CCC+ waiver).  During those years she and I (her mother and legal guardian) have developed a strong trusting relationship with her SF, Linda F.  Linda is very thorough, knowledgeable, responsive, and dependable.  From time to time when I have a concern or question, Linda is on it right away and won't rest until the situation has been resolved.  If I text or call, she gets back with me the same day, usually within an hour or so.  During times of transition, recently involving EVV reporting, she has helped us and our daughter's caregiver navigate some stressful situations, putting us in contact with representatives that could address our concerns. The service she provides can not be replicated by a broker working for DMAS carrying a heavy caseload.  Because my daughter has been disabled since birth we have worked with many social workers and case workers through the years.  While many have been caring and helpful, we have found the turnover rate to be very high and the caseload responsibilities have made it impossible for them to be accessible and responsive like our SF, Linda has been.  The longevity of the relationship with her has allowed for consistency and has fostered a deep understanding of my daughter's needs.  Please do not eliminate the service facilitator role.  Individuals such as my daughter deserve quality service and care from providers who genuinely know them and can advocate for their needs appropriately.  Any fiscal savings that brokers might provide the commonwealth surely cannot outweigh this basic right of some of our most vulnerable citizens.
