Clearly the people who wrote this proposed amendment have never spent time with a person who needs one-on-one care in the home during every waking hour. Caregiving does not align with a standard work day. My son will not suddenly stop being autistic for 16 hours a day. He will not suddenly stop attempting to eat dirt, poop, rocks, random plants he reaches for outside, or allow his family a moment of peace, simply because the 56 hour limit was reached. To automatically limit all CL and FIS waiver recipients to this limit, and then callously suggest that an appeal process will judiciously and fairly make timely decisions on the exceptions to the rule reflects an unwillingness to put yourself in our tired shoes for a minute of your bureaucratic day. 

Personal Assistance hours MUST be customized to the individual needs of the disabled person. Automatic caps with the added burden of fighting through the appeals process is just an added cruelty to the individuals and families who do this more cheaply than an institution would, and who provide the dignity we all know an institution is incapable of. Please show some compassion and allow human Support Coordinators and caregivers to create an individualized plan for the actual INDIVIDUALS at stake here.
