As someone whose life was directly saved by the self-governed, peer-led structure of an Oxford House, I urge the Board to recognize the vital difference between commercial treatment facilities and autonomous recovery housing. The proven success of Oxford House relies entirely on its unstaffed, democratically run peer model—where residents hold each other accountable, build real-world responsibility, and maintain an affordable sanctuary without institutional interference. Imposing heavy state bureaucracy, rigid administrative mandates, and costly fees threatens to dismantle the very grassroots foundation that gives individuals in recovery a fighting chance. We ask that the state protect, rather than burden, the proven model that keeps us strong and keeps us alive.
