I had the opportunity to join a tour with another family for Vanguard Landing. Their family member will be moving there. It is absolutely beautiful - barrier free, safe, friendly staff. It can offer some wonderful opportunities for individuals who choose it.
My son has a DD Waiver. Why can't he move there? The estimated costs WITH Waiver funding still excludes individuals who receive only SSI or SSDI.
I continue to see people sharing how this HCBS approval will assist their family members to attend. But it won't help everyone. I struggle to understand how parents justify that it is ok to have exclusionary criteria based on finances WITH the Waiver.
DD Waiver should have choice options for everyone and it should provide individuals with the ability to make choices, meaningful ones, about where people want to live. Even in nursing homes individuals have a maximum capacity that they can be charged for rent. Vanguard Landing has found a loophole and through that, they can charge larger than SSI amounts for rent and fees, even after they are approved for Waiver.
I don't understand how that demonstrates effective choice for all. I struggle to understand how my son can have the same DD Waiver as these other families but will be denied entry because his SSI does not cover the cost of their agency's identified rent and fees. I would welcome further clarity on that. Vanguard, as a Waiver provider, does not offer opportunity as a fair choice for all recipients. I feel like that alone is a reason to deny it funding. This is the ONLY provider with financial exclusionary tactics if DD Waiver approved. How does that promote choice and independence? How can my son have choice, except here? If DD Waiver approved, how does this better the DD Waiver community and afford fair choice for all? If it does not, private pay seems like the fair way for them to operate as they want and my son to have his true choice protected.
