I have extensive knowledge and experience with the special needs community. I have been an inclusion teacher, the chair for developmental services on the Virginia Beach Community Services Board, and currently work as a Family Outreach Representative for Virginia Beach Public Schools helping families navigate the special education process. Most importantly, I am the mother of a young man with Down syndrome. My son and I have visited and volunteered at Vanguard Landing many times. We have toured the beautiful cottages that have full kitchens. We have witnessed residents coming and going as they please. One young man happily strolls to 7-11 to purchase his slurpees; another young man calls when he’s ready to be picked up from the gym he attends daily. This beautiful neighborhood is in the heart of Virginia Beach, close to libraries, rec centers, gyms, coffee shops, restaurants, grocery stores, the beach, music venues etc. This all comes to choice. I have toured other providers that accept waivers in Norfolk and Virginia Beach. Sadly, I saw adults sitting in dark rooms with no stimulation. Providers that told me transportation is unreliable. These homes/apartments are often scattered in undesirable locations. If a person has a waiver, the choice remains with that person. Virginia needs to focus on enabling more choices instead of limiting opportunities.
