The State of Virginia and the VMRC have consistently kicked the can down the road as it relates to menhaden harvest in the Chesapeake Bay, so unfortunately, this petition to impose a temporary moratorium on such harvest is sorely needed.  This is a very compelling petition whose facts do not appear to be in question.  It should be accepted and implemented.
