You want to actually protect people?  How about stalls with actual privacy? Replace curtains with doors. Doors that fully cover so no one can look under. The only time I've been harrassed in a public bathroom was when a child went under the stall. This child didn't know any better. I have never had issues with trans people. Trans people deserve the right to feel safe when they go to the bathroom too.
