Opposition to Petition 432
 

I oppose the regulations proposed by this petition.

The petition is, while not explicitly stated, very obviously targeted at transgender women. The proposed regulations would place undue burden on transgender women in day-to-day life by requiring them to use male single-sex facilities. This is an attempt to strip the dignity of transgender women, many of whom have demonstrated a genuine effort to live as women by undergoing irreversible surgical procedures, irreversible hormone regiments, socials ostracization by their former peer groups, and legal changes to their name and sex.

The petitioners have not provided any evidence that the proposed regulations would be beneficial to the health and safety of the women of Virginia.  The petitioners have not substantiated their belief that allowing transgender women to use female-only spaces causes physical or psychological harm to women. Violence against biological women by transgender women is extraordinarily rare. Meanwhile, violence against transgender women is very common, and would be made more common if transgender women were required to reveal themselves as being transgender by using male-only facilities.

Enacting the regulations proposed by this petition would increase regulatory burdens on the State of Virginia and would open the state up to inevitable and costly legal challenges.
