The fee for certification is already expensive and not covered by employers.  Nurses have some of the highest fees for certification/recertification as it is and our salaries have not increased to keep up with the cost of inflation for this area.  Also, some of us already have to pay for our own CEUs to be able to recertify on top of this fee.
