Cruise ship impact on ports and environment

I am strongly in favor of governmental regulation of the cruise ship industry. They are a menace to the ports they visit. They bring pollution from their garbage and other waste, exhaust and exhaust cleaning systems that dump oily residue into local waters; they bring congestion to the ports overwhelming roads, parking, and destroying the quaint nature of small ports like Yorktown, Virginia; they can overwhelm medical capabilities; they are floating petri dishes harboring disease and spreading it to the ports they visit.

I want smart and thorough regulations of the cruise ship industry for Virginia.
