Being the first option as the Legally Responsible Individual (LRI) is essential because no one, not even the most well-intentioned aide, can understand the child's needs better than the parent or guardian. When the LRI can step in as the primary aide, it ensures continuity, trust, and specialized care tailored to the child. Removing or limiting this option through amendments would disrupt the quality of care and place the child at risk. I strongly oppose the Application for 1915(c) HCBS Waiver: Draft VA.004.05.03, as any changes undermining the LRI’s role would harm the child and destabilize families like mine.
