The fleet should be forced to fish out into the ocean, not the Chesapeake Bay.  The bay is in trouble and Omega's quota was just increased.  I observe the fleet regularly being directed by their spotter planes and netting the menhaden.  Seldom does anyone mention all the bycatch that gets scooped up along with the bunker.
