The 40% use of proceeds is too high. The percentage should be lowered to 10 or 20% with a maximum of 20%. Lodges are run by volunteers. Many Lodges are 501c 8 designated and therefore do not receive donations to help us with our operating expenses. We rely on the money from electronic gaming to pay these bills. 

The regulations regarding accounting time frames and hours of operation are too restrictive for a mostly volunteer organization to keep up with.  Private clubs are allowed to have operating hours that may be outside of what is considered "standard". Since the electronic gaming occurs in our Private Social Quarters and designated areas and is only available to our members and bona fide guests, there should be NO Restrictions placed on our days, dates, and times for electronic gaming. 

Electronic gaming is self - sufficient and NOT open to the public. With proper video surveillance, a remote manager ought to be sufficient. Most Lodges do not have enough volunteers to cover having a gaming manager on property at all times the machines are played.
