Overall comment – It seems to me, charitable gaming is charitable gaming, no matter how it is played, i.e., bingo, raffles, pull tabs or electronic gaming devices.
To that end, why are the rules becoming so cumbersome. Let’s make it simple - one account, one charge (fee) for admin and audit, one percentage structure for example 10% (UOP). And let the organization determine how funds are used.
Notwithstanding the charter “charity” requirements each organization has many charities that they contribute to annually, including all of the local Fire Departments, Rescue Squad, Churches, Museums etc; they know their respective communities and where the money is needed the most.
Let the organizations manage their organization and support their communities. Most of us are honest, fiscally responsible people trying to help our neighbors.
