How can the huge jump to 40% be justified? A review of the Office of Regulatory Management (ORM) Economic Review seems to be quite vague and ambiguous. It appears the 40% number was a random selection with no basis of true cost/benefit analysis. If an increase is to be mandated it should be much smaller & perhaps incremented over several years.
