I oppose this regulation.
I understand that if the agency cannot determine whose voite it is, the vote should be invalid.
But I dont understand why, for example, someone writing "Bob" instead of "Robert" on the envelope should be sufficient to disqualify a vote, if all the other information is correct and it is possible to identify the voter. Nor do I understand why a person who confuses the order of their name should be disqualified, all other things withstanding.
This regulatory action seems overly strict, and I urge you to reconsider it. This is the United States -- our troops are risking their lives and dying for our right to live in a democratic country. Lets not undo that here at home by disqualifying real folks votes, (including those traveling overseas or living in other states) just because they make a very minor error.
