In order to vote absentee, you must be be unable to go to the polls on Election Day for a finite number of "acceptable" reasons. Voting absentee is not an "easy" task in Virginia. The intent of this legislation is to further impede the ability of properly registered voters in the Commonwealth to have their voices heard.
If penmanship is SUCH an issue, then legible penmanship should be a legal requirement for every official document signed by anyone in the commonwealth - including judge's signatures on court orders, warrants; signatures on subpoenas, physician's signatures on medical records; physician's signatures on prescriptions; educator's signatures on school records; officer's signatures on citations; legislator's signatures on bills, the Governor's signature on any official document, etc., etc., etc.
In fact, this may be discriminatory against those who are amputees, have physical challenges, including sight and limb function.
