To who it may concern,

I find the purposed changes to be a detriment to Virginia's current system.  By placing constraints that fly in direct conflict to faith based organizations moral values will cause many to withdraw from aiding the state in placements of children.  These faith based organizations perform duties at no charge to the state and the loss of these needed resources at a time of shrinking revenue will only hurt the state and public.  I can not support these purposed changes and respectfully ask that VDSS not impleament these purposed changes.
