The impact of the proposed regulation in 22VAC40-131-170. B, which includes "sexual orientation" in the list of prohibited criteria to discriminate upon, has not been thoroughly researched or admitted to. Religious charitable organizations that provide adoption services and oppose redefinitions of marriage and the family will be forced to choose between comprimising their beliefs and placing children with homosexuals or closing their services. Neither outcome is desirable. "Sexual orientation" should be removed from the promulgation of this regulation until the impacts of this language is studied and debated.
