Proposed Rules For Adoption Agencies, 22VAC40-131
 

In attempting to prohibit "descrimination" against a few, the proposed rules would descriminate against many. 22VAC44-131-170, which proposes to prohibit descrimination based on sexual orientation, religion, etc., is descriminatory to most religions in the U.S. and to most people who practice those religions. The deep-rooted religious belief that marriage consists of a man and a woman is held by the majority of Americans. It is also the law of the land (The Defense of Marriage Act). Since same-sex couples cannot naturally have children there is no natural basis for descrimination in this regard. If the proposed rules are implemented as written and faith-based adoption agencies are forced to allow homosexuals or same sex-couples to adopt children, most will be forced to shut down rather than go against their beliefs. This will have a large adverse economic impact, but, most of all, it will have a severe impact on adoptable children by denying them opportunities for adoption that would otherwise exist. Attempting to prohibit "descrimination" against a very few on the basis of sexual orientation makes no sense when it descriminates against religions and the majority of the people and will have an adverse impact on children. To correct this, delete "sexual orientation" from the proposed rules.
