Some friends of mine worked for many years in a Children's home in Georgia until a couple years ago when a change in state rules forced a majority of private children's homes to close or greatly curtail their services. 

Don't hurt needy children by driving religious foster care and adoption agencies out of business. If an agency provides good parents for children, they should be embraced, not rejected by the state of Virginia. You should be working with these private agencies, not against them.
