The proposed regulation  would require religious and other groups to go against their own beliefs in providing adoption services to same-sex couples.  This is unacceptable and would seem to be  unconstitutional as well.  Same-sex practices do not trump everyone else's rights nor do they provide the social support to children and societies that religious groups do and have always done.
