Against-Virginia Administrative Code section 22 VAC 40-131-170
 

Birth parents are making a major sacrifice in their life, they should be able to choose who their precious little one goes to.  This is one important decision you cannot take away from them.  How would you feel if someone said to you, we need to place your child with someone else to raise but we are not going to let you have any say in anything about it for fear you will discriminate.  As you know birth parents are from all walks of life and each makes decisions on what they desire, which is vastly different form one birth parent to the next.  You are trying to force private agencies to conform to what you want and the birth parents already have a choice, they can choose whatever agency they want to use. So it seems you are trying to take away choice, by saying these private agencies have to conform to your desires so there will not be any discrimination.  Yes, some of these agencies are religious and thusly will deal with things on their moral standards. This will not affect the birth parent for those who want it will choose to go with the agency and those who do not want this will go with an agency that has what they want.  And those who want to adopt are able to choose the agency that has the same standards they have. See, very simple. So leave it alone.
