Your proposed change to the current law will only hurt the unprotected children of Virginia. Currently, they receive services and benefits from the private sector, which this law will eliminate.  We already saw the outcome of a similar law pass in Massachusetts, which forced the Catholic Church from providing services to many of the Massachusetts poor.  Did Massachusetts make up the short fall financially? No, they can barely balance their current budget. Instead, the poorest  children of the Massachusetts residents had needed services cut. Does the state of Virginia plan to increase taxes to make up for the lost support which will be the inevitable consequence of this law? Of course not and the unprotected poor of Virginia will suffer, as they did in Massachusetts. As responsible elected officials, it is your obligation to protect people in your state that cannot look speak for themselves. Before you vote on this bill, visit a private sector (read religious) institution that protects these childrens, and then decide whether you should vote for this bill.
