The comment period should be extended and the media given more coverage of this important policy change!

By what legal authority does the Deptartment add "sexual orientation" to the Commonwealth's discrimination statutes, or compel compliance by adoption agencies to process applicants whose behavior is rejected as immoral by the Old and New Testaments? 

 Also, does this new policy comply with VA Supreme Court decisions?
