I would ask you to reconsider your actions on the proposed Virginia Administrative Code section 22 VAC 40-131-170 because it puts undue restrictions on Christian Adoption Agencies. These agencies should and must be free to follow thier God given convictions.  There are many agencies which can provide the adoptions and child placement without burdening the Christian agencies with these unnecessary restrictions. 

Religious institutions must be free to follow their beliefs and their concience in these matters. If they are not free then none of us is free.
